Souter died at his home in New Hampshire, the court said in a statement. He was 85.
“By and large, we have been a country who has understood that the rule of law has helped us maintain our democracy,” the U.S. Supreme Court justice said.

The 6-3 decision "permits punishing homeless people with no access to shelter for sleeping in public," Sotomayor said in her dissent.
"This is not a hard case," the justice said in her dissent after the court lifted a ban on bump stocks.
The liberal justice also hinted that there may be more conservative victories soon as the court gears up to hand down decisions in multiple high-profile cases.
